You could have 2 side by side, one with who can see it Internal Only/NDA viewers/Public and the second Attribute / Share Freely / Please enhance.
I wonder if it would change behavior?  The first problem will be overcoming the &quot;erm whats that&quot;, same as most folk have no idea what creative commons is.
